Friends Next Door: เพื่อนข้างบ้าน ผู้ลี้ภัย และ LGBT+

นิทรรศการว่าด้วยเรื่องของเพื่อนเราที่ต้องหลบลี้ หนีภัย จากบ้านมาไกล กับบทสนทนาประเด็นผู้ลี้ภัยเมียนมาและความเป็น LGBT+ เนื่องในวันผู้ลี้ภัยโลก (World Refugee Day)

พิธีเปิดนิทรรศการ เมื่อวันที่ 19 มิถุนายน 2565

SEM และเพื่อนเครือข่ายได้จัดงานเปิดนิทรรศการ “เพื่อนข้างบ้าน” เมื่อวันที่ 19 มิถุนายน 2022 ที่ผ่านมา ซึ่งนอกจากการอ่านบทกวีและแสดง Performance Art โดยเยาวชนจากเมียนมาอีกหนึ่งกิจกรรมที่เราจัดคือการฉายภาพยนตร์แอนนิเมชั่นเรื่อง ‘Flee’ และสนทนาร่วมกับนักเคลื่อนไหวเรื่องความหลากหลายทางเพศจากไทยและเมียนมา ในประเด็นความซ้อนทับของสถานะผู้ลี้ภัยกับอัตลักษณ์และตัวตน …ที่เราหวังว่าปลายทางจะมีความหวังที่ดีกว่าแบบอามินในตอนท้ายของภาพยนตร์

SEM and partners opened the exhibition “Friends Next Door” on June 19, 2022. Apart from poetry reading and Myanmar youth’s performance art, we also screened the animation ‘Flee’ with a discussion among gender diversity activists from Thailand and Myanmar on intersectionality of refugees, with hope for the better situation than Amin’s in the end of the movie.

“คำว่า “เพื่อนข้างบ้าน” หรือว่า “Friends Next Door” ที่เราใช้เป็นชื่องาน เราคิดว่าสักวันนึง เราจะมองเห็นว่าผู้ลี้ภัยเขาเป็นมากกว่าเหยื่อ เขาเป็นมากกว่าคนที่อยู่แถวๆ บ้านเรา เขาเป็นเพื่อนของเราที่อยู่ตรงนี้
We used the phrase “Friends Next Door” as a title for our work. One day people will see that refugees is more than just victims or people that are not far from our home; they are indeed our friends here.

“ผู้ลี้ภัย” ตามนิยามกฎหมายระหว่างประเทศ หมายถึงผู้ที่ต้องหนีภัยมาจากบ้านของตัวเอง ภัยประหัตประหารที่มาจากเรื่องของเชื้อชาติ สัญชาติ ศาสนา เพศสภาวะ ความคิดเห็นทางการเมือง หรือการรวมกลุ่มสังคมอื่นๆ แล้วก็เป็นคนที่ไม่สามารถหรือว่าไม่เต็มใจที่จะกลับบ้านของตัวเองได้

A definition of “refugees” in international laws means people who have to flee from their home and threats based on ethnicity, nationality, religion, gender, political views or other social groups, and also not able or unwilling to return home.

คำว่าผู้ลี้ภัยไม่ใช่คำที่ดูถูก เพราะการอพยพลี้ภัยไม่ใช่สิ่งที่น่าอับอายหรือน่ารังเกียจ คนที่ควรจะอับอายคือคนที่ทำให้เกิดผู้ลี้ภัย ไม่ใช่ตัวผู้ลี้ภัยเอง… 
“Refugee” is not an insult because seeking a refuge is not shameful or distasteful, people who should be ashamed are the people who force them to flee.

ประเทศไทยเป็นประเทศที่ส่งออกผู้ลี้ภัย เช่นเดียวกับที่รับผู้ลี้ภัย โดยเฉพาะในช่วง 10 ปีที่ผ่านมาเราเริ่มมีผู้ลี้ภัยจากความคิดเห็นทางการเมืองมากขึ้นเรื่อยๆ ในขณะเดียวกันผู้ลี้ภัยที่อยู่ในแคมป์ 9 แห่งของประเทศไทยเริ่มลดจำนวนลงเรื่อยๆ แคมป์เหล่านี้ตั้งมาตั้งแต่ปี 1984 เคยมีจำนวนผู้ลี้ภัยมากที่สุดเกิน 150,000 คน ก่อนที่จะเกิดรัฐประหารในพม่าเหลือผู้ลี้ภัยอยู่ในแคมป์ประมาณ 90,000 คน จำนวนมากไปตั้งถิ่นฐานในประเทศที่สาม และจำนวนผู้ลี้ภัยทางการเมืองพม่าในไทยก็ลดลงมากเช่นกัน จำนวนมากก็ไปประเทศที่สามและกลับไปทำงานที่พม่า แต่หลังการรัฐประหารในเดือนกุมภาพันธ์ ปี 2021 ทุกอย่างก็ย้อนกลับมาเหมือนเดิมอีกครั้ง

Thailand is both a transit and host country in the same time. During the past 10 years, it has hosted more and more political refugees. Meanwhile, the number of refugees in the 9 camps decreases continuously. These camps were established in 1984. One time, the number soared up to 150,000. Prior to the coup in Myanmar, the number decreased to approximately 90,000. Many of them have settled in a third country. Thus, the number of political refugees lowered significantly. A large number of people settled in a third country or went back to work in Myanmar. However, after the coup in February 2021, everything went back to what it was before.

งานเราจัดขึ้นเนื่องในวันผู้ลี้ภัยโลก ด้วยความหวังว่าเราจะระลึกถึงผู้ลี้ภัยในวันอื่นๆ นอกจากวันผู้ลี้ภัยโลกด้วย เพราะยังไงก็ตามการอพยพย้ายถิ่นเป็นเรื่องธรรมชาติของมนุษย์ ถ้าหากว่าที่ผ่านมาโลกของเราไม่ต้อนรับผู้ภัย ไม่ยอมให้ผู้ลี้ภัยเข้ามาพักหลบภัยได้เลย เราคิดว่าป่านนี้มนุษยชาติคงไม่อยู่แล้ว และเราก็คงจะไม่ได้มานั่งอยู่ตรงนี้” – พรสุข เกิดสว่าง

“This exhibition is connected with World Refugee Day. I hope that people will also remember refugees another day too because, for humans, migration is a nature. If this world did not welcome refugees in the past – never giving them a shelter, I think then humanity would no longer exist and I could not be sitting here.” – Pornsuk Koetsawang

นอกจากงานนิทรรศการ “เพื่อนข้างบ้าน” ที่มีการอ่านบทกวีและแสดง Performance Art อีกหนึ่งกิจกรรมที่เราจัดยังมีการฉายภาพยนตร์แอนนิเมชั่นเรื่อง ‘Flee’ และสนทนาในประเด็นผู้ลี้ภัยกับร่วมกับนักเคลื่อนไหวประเด็นความหลากหลายทางเพศจากไทยและเมียนมาด้วย

Poetry reading and performance art were part of the ‘Friends Next Door’ exhibition. We also screened an animation “Flee” and had a talk on refugees with gender diversity activists from Thailand and Myanmar.

“สำหรับผมแล้วในบรรดาเพื่อนๆ ที่เป็น LGBT และผู้ลี้ภัยก็มีเยอะมาก โดยเฉพาะหลังรัฐประหารครั้งนี้ เพื่อนผมหลายคนต้องออกนอกประเทศ ส่วนมากไม่มีใครตั้งใจจะไปประเทศที่สาม ทุกคนอยากอยู่ใกล้บ้านตัวเองมากที่สุด

“For me, I have many friends that are both refugees and LGBT. After the coup, many of them had to leave the country and most of them did not want to. Everyone wants to be close to their home.

คนที่เป็น LGBT ก็จะถูกเลือกปฏิบัติกันมาก หากมีนโยบายให้พวกเราอยู่ในประเทศเพื่อนบ้านหรือในอาเซียนก็คงจะดีมาก แต่เมื่อไม่มีทาง สุดท้ายก็ต้องไปกับกระบวนการของ UNHCR เพื่อไปประเทศที่สาม แต่ทุกคนก็จะมีความหวังว่าวันหนึ่งจะได้กลับบ้านของตัวเอง โดยเฉพาะอย่างพวกผมที่เป็น LGBT ก็จะถูกเลือกปฏิบัติหรือ harassment รู้สึกไม่ปลอดภัยอยู่ตลอดเวลา

LGBT people are often discriminated. If there are policies enabling them to stay in neighboring countries or in ASEAN, that would be great. But when there is no choice, they have to go through UNHCR process to go to a third country. Anyway, they all have hopes to return home. Being LGBT as I am, we are often discriminated, harassed, or feeling insecure all the time.

และคนที่ออกมาไม่เฉพาะกับ LGBT แต่ทุกเพศ ส่วนมากก็เป็นคนรุ่นใหม่ด้วย ไม่มีใครนึกไม่มีใครฝันว่าวันนึงเราจะกลายเป็นผู้ลี้ภัย แต่สถานการณ์ที่เกิดขึ้นบีบบังคับให้เราต้องอยู่รอดให้ได้” – Josh

Not only LGBT people leaves the country but also people of any genders. Many are young adults. Nobody has ever thought of becoming refugees themselves but with these pressuring circumstances, we have to survive.” – Josh

“จริงๆ บทสทนาประเด็น LGBT กับผู้ลี้ภัยเป็นบทสนทนาระดับโลกมานานแล้ว เราก็เป็นส่วนหนึ่งที่ได้มีโอกาสเข้าร่วมเสนอให้การช่วยเหลือผู้ลี้ภัยได้คำนึงถึงความหลากหลายทางเพศเข้าไปด้วย เพราะว่าเราเข้าใจว่าประชากร LGBT ไม่ได้น้อยเลย การเป็นผู้ลี้ภัยมันมีพื้นฐานของสังคมในเรื่องชาตินิยม ความคิดความเชื่อแบบสุดโต่งอยู่ มันเกิดการประหัตประหารขึ้น คนได้รับผลกระทบเป็นเด็ก ผู้หญิง ผู้สูงอายุ LGBTIQ กลุ่มคนเหล่านี้ในภาวะปกติก็มักไม่ได้รับการเหลียวแลหรือมีสิทธิมีเสียงในประเทศหรือชุมชนของตัวเองเลย

“Actually, conversation on LGBT and refugees are global. We took part in it and suggested that refugee aids should include gender diversity dimension. From what we understand, the number of LGBT refugees is significant. Nationalist and extremist thinking impact refugees. They are treated violently. It affects children, women, elders, and LGBTIQ who are normally not seen or voiced enough even in their country or community.

พอเป็น LGBT ที่เป็น refugee สิ่งแรกเลยคือเขาจะไม่ได้รับการสนับสนุนจากครอบครัว คือ identity ของ LGHBTIQ มีหลากหลายมากเลย มีทั้งแบบที่ไม่ถามไม่บอกก็ไม่มีทางรู้ และแบบที่เห็นได้ชัด การที่อยู่ในชุมชนแล้วถูกเลือกปฏิบัติ เขาก็จะไม่ได้รับการสนับสนุนจากคนที่ควรจะช่วยเหลือเขา

Being LGBT and refugee means that they would not get support from their family. LGHBTIQ identities are diverse, some are not known except them telling first. For someone who has expressed themselves directly, they are discriminated in community and will not get support from people who are supposed to help them.

อย่างกระบวนการย้ายถิ่นฐาน กระบวนการที่กว่าเขาจะไปถึงปลายทางมันมีความเสี่ยงที่เขาอาจจะถูก harassment ถูกกระทำความรุนแรง แล้วพอไปถึงประเทศปลายทาง ไม่ใช่ทุกประเทศที่จะเข้าใจหรือยอมรับ LGBTIQ กระบวนการการสัมภาษณ์หรือกระบวนการอื่นๆ ที่ไม่อ่อนไหว ทำให้พี่น้องเราต้องเผชิญกับความเจ็บปวดมากขึ้น” – มัจฉา พรอินทร์

During migration processes, they are highly risked of being harassed and assaulted. When they arrive at the country of destination, not every country accepts or understands LGBTIQ. Insensible interviewing process and others lead to more pain for our friends.” – Matcha Phornin

“อาจจะต้องใช้จินตนาการหน่อยนึงค่ะเหมือนในหนังเลย ที่เรารู้สึกว่า “บ้าน” ไม่ต้องเป็นหลังก็ได้นะ แต่มันต้องเป็นความรู้สึกว่ามีคนให้เราคิดถึง มีที่ที่ให้เราได้กินข้าว อบอุ่น แล้วเราเดือดร้อนใจอะไรเราบอกเขาได้ แต่ว่าคนที่ไม่สามารถรู้สึกแบบนี้ได้ ต้องจินตนาการว่าก่อนที่เขาจะออกจากประเทศด้วยซ้ำไป แสดงว่าเขาไม่สามารถบอกพ่อแม่เขาได้เลย ว่าเขารักผู้ชายคนนี้ เขาเป็นแบบนี้ เขาอยากอยู่ใกล้พี่สาวมากกว่าพี่ชาย ฯลฯ คือสิ่งเหล่านี้มันเกิดขึ้นก่อนที่เขาจะออกไปด้วยซ้ำ

“It might need some imaginations like in a movie. ‘Feeling home’ does not require a house but is a feeling of having someone to miss, a place to eat, and to feel warm. When we worry, we can tell someone. But, we have to imagine, for people who are not able to feel this even before leaving the country; they cannot tell their parents that they love this man, they are this way, they want to be closer to a sister more than a brother, etc. These things happen even before they leave.

แต่พอออกไปจากประเทศมันเหมือน รากฐานเรา ความเป็นบ้าน ความรู้สึกถึงพื้นที่ปลอดภัย มันไม่เหลือเลย การที่ไม่มีครอบครัวสนับสนุน มันส่งผลให้เกิดความโดดเดี่ยวอย่างถึงที่สุด ซึ่งมันส่งผลกระทบต่อจิตใจอย่างมาก เราคิดว่าอันนี้เป็นสิ่งที่เพื่อนๆ เราหลายคนต้องเผชิญ และใช้เวลานานหลายปีกว่าจะผ่านพ้นไป

Still, once they leave a country, they are uprooted; feeling safe and at home are gone. Lacking family support leaves a person too isolated and affects their psyches. I think this is what our friends have to face and have to take many years to get over it.

สุดท้ายถ้าจินตนาการว่าถ้าเราต้องลี้ภัย ลูกเมียเราก็ไปด้วยไม่ได้ การที่ประเทศนั้นไม่ได้เป็นมิตรกับ LGBT ตั้งแต่แรก การที่จะออกไปตัวคนเดียวแล้วทิ้งลูกเมียไว้ข้างหลัง นี่คือความเจ็บปวดอีกอย่างนึง” – มัจฉา พรอินทร์

If we imagine that we have to seek a refuge and our family cannot go with us, and that country is not LGBT-friendly; being alone and leaving family behind is too much a pain.” – Matcha Phornin

“เราไม่ได้ต้องการจะปิดซ่อนความเป็น LGBT แต่สถานะผู้ลี้ภัยที่ไม่ได้ถูกรองรับในกฎหมายไทยทำให้เขาไม่สามารถมีเสรีภาพในการจะออกไปอยู่ข้างนอกได้ … กฎหมายหรือสิ่งที่อยู่รายล้อมเราไม่ได้สนับสนุนให้เรามีเสรีภาพและรู้สึกได้อยู่อย่างปลอดภัยเลย”
“We do not want to hide a LGBT identity but a refugee status is not affirmed in Thai laws, meaning that we lack a freedom to live out there… laws and what surrounds us do not support  our freedom and safety.” – Matcha Phornin

“ผมเติบโตมากับครอบครัวมุสลิม และตัวเองก็เป็น LGBT แล้วเราก็ทำงานกับผู้ลี้ภัยชาวโรฮิงญา เพราะฉะนั้นทุกๆ ตอนที่หนังเล่าออกมามันเป็นเรื่องที่เรารับรู้ตลอดมา 5-6 ปี จากผู้ลี้ภัย อยากแชร์ความรู้สึกว่าหนัง impact กับเรามาก…

“I grew up in a Muslim family. Being and LGBT and working with Rohingya refugees,  every message in the movie is what I have experienced in the past 5-6 years. This movie really moves me…”

LGBT ในประเทศไทยเป็นประเด็นที่ซ้อนทับกันอยู่มาก อย่างผมทำงานกับผู้ลี้ภัยชาวโรฮิงญา ด้วยพื้นฐานภูมิหลังทางความเชื่อทางศาสนาของเขา มันมากไปกว่า hidden identity อย่างเดียว มันโดนกดทับจากครอบครัว ความเชื่อ มันไม่มีช่องทางให้เขาเปิดเผยตัวหรือแม้กระทั่งได้รับการดูแลได้เลย อย่างผู้ลี้ภัยชาวโรฮิงญาที่ต่อให้เราสังเกตเห็นว่าเป็น LGBT ก็ไม่มีช่องทางให้เราเข้าไปพูดคุยหรือให้ความช่วยเหลือได้อย่างตรงไปตรงมา

LGBT issues in Thailand are intersectional. From my work with Rohingya refugees, their religious background means that there are more to hidden identities and are oppressed from families and beliefs. There is no opportunity for them to express themselves or be cared for. In case of a LGBT Rohingya, I could not find a way to help and engage them directly.

หรือการดูแลของรัฐไทย สำหรับสถานที่คุ้มครองผู้เสียหายจากการค้ามนุษย์ มันไม่ได้ถูกออกแบบให้มีการช่วยเหลือหรือคุ้มครองผู้เสียหายที่เป็น LGBT บางคนที่มีอัตลักษณ์ค่อนข้างชัดต้องไปอยู่รวมในหอพักชายล้วนบางครั้งก็ถูก harassment หรือ sexual assault แต่ไม่สามารถพูดออกมาได้ เพราะเจ้าหน้าที่รัฐไม่ได้มีความเข้าใจเรื่องของความหลากหลายทางเพศอยู่แล้ว หรือร้ายยิ่งไปกว่านั้นการที่เขาต้องไปอยู่ในห้องกักที่ลักษณะเหมือนคุก ก็ยิ่งกดทับอัตลักษณ์ LGBT ซึ่งส่งผลต่อความรู้สึกปลอดภัยของเขามากไปอีก” –ผู้เข้าร่วม ‘Flee’ Film Talk

Under Thai government, Thai shelters for trafficked victims are not designed for helping or protecting LGBTs. Some people with perceivable gender expression are put in an all-male dormitory. Some are harassed or sexually assaulted but they cannot speak about it because  officials do not understand the concept of gender diversity. Or worse, they are put in a room that look like a cell which oppresses their LGBT identity more and affects their sense of safety. – Participant of ‘Flee’ Film Talk
